Functions of the Departments

The Commission uses functional departmentalization for greater efficiency. By dividing work tasks between specialized teams, we’re able to provide better voters assistance and faster poll processes to millions of Ghanaian citizens.

OPERATIONS AND DIVISIONS

ELECTORAL SERVICES DEPARTMENT 

The Electoral Services Department is responsible for planning the implementation of the electoral programmes of the Commission. The Department manages programmes involving demarcation of electoral boundaries, effective voter registration exercises and the conduct of election public elections.

FUNCTIONS:

  1. Provides inputs for the formation of policies;
  2. Ensures the development and implementation of guidelines for the conduct of elections
  3. Ensures the demarcation of electoral boundaries for election purposes.
  4. Ensures the acquisition and distribution of electoral materials in collaboration with the Procurement department;
  5. Ensures the compilation, revision and expansion of the voters register;
  6. Ensures the conduct and supervision of all public elections and referenda;
  7. Ensures the conduct and supervision of elections for statutory and non- statutory bodies;
  8. Ensures the development and implementation of gender and disability programme;

TRAINING DEPARTMENT 

The department exists to provide design generate and supervise the   technical, operational and administrative implementation of the training functions of the Commission.

FUNCTIONS:

  1. Provides inputs for the formulation of policies;
  2. Ensures the development and implementation of guidelines for the conduct off training;
  3. Ensures the development and review of training manuals, modules, curricular and programmes for all electoral activities;
  4. Ensures the development and implementation of an effective training evaluation system;
  5. Ensures the coordination of training programmes.
  6. Ensures the recruitment and training of officials for all electoral activities;
  7. Liaise with other training delivery institutions and other fellowship awarding bodies for delivery of training programmes.
  8. Exercise oversight responsibility over the Electoral Commission Training School.

INFORMATION TECHNOLOGY (IT) DEPARTMENT

The department offers information technology services to all functional divisions and department of the Electoral Commission. It provides technical and administrative support services essentially for the management of the Information Technology functions of the Commission within the framework of a carefully designed integrated data processing system.

FUNCTIONS:

  1. Provides inputs for the formulation of policies;
  2. Ensures the implementation, monitoring and evaluation of information technology programmes and data management of the Commission;
  3. Ensures the effective development and implementation of strategies, standards, guidelines, procedures and processes on IT programmes and activities of the Commission;
  4. Ensures the overall functioning of IT systems;
  5. Ensures the development and maintenance of IT infrastructure of the Commission;
  6. Provides inputs for the conduct of negotiations on IT service level agreement with service providers;
  7. Ensures the development of an effective and efficient IT security system;
  8. Provides advice and guidelines on the acquisition, allocation, maintenance, utilization, valuation and disposal of IT equipment of the Commission;
  9. Ensures close collaboration with relevant stakeholders in the management of IT systems of the Commission;
  10. Ensures collaboration with relevant stakeholders on database management interface on the Commission’s systems;
  11. Ensures the development and maintenance of the website of the Commission;
  12. Ensures an efficient, effective and sustainable operations the Commission’s automated system and its integrity.
 
 
RESEARCH, MONITORING AND EVALUATION DEPARTMENT
 
 

CORPORATE SERVICES DIVISION

HUMAN RESOURCE (HR) DEPARTMENT

The Department develops policies and procedures on the human resources matters for the effective and efficient administration of the Commission. Develops policies for effective manpower planning, acquisition, utilization and retention of staff of the Commission.

In summary, provides technical direction and leadership for the effective and efficient performance of the human resource management functions of the Commission.

 

FUNCTIONS:

  1. Provides inputs for the formulation of policies;
  2. Exercises oversight responsibility for the efficient and effective management of the human resources of the Commission;
  3. Ensures the development of human resource management manuals for the Commission;
  4. Ensures the implementation of human resource management policies and systems for the Commission;
  5. Ensures the organisational design and HR planning of the Commission;
  6. Ensures the maintenance of a cordial Management-organized labour relationship;
  7. Ensures the development and maintenance of an effective Human Resource Management Information System (HRMIS) for the Commission;
  8. Coordinates, monitors and reviews staff training policies and plans of the Commission;
  9. Develops mechanisms for succession planning and the smooth exit of staff;
  10. Ensures the development and implementation of welfare and safety policies;
  11. and Agencies of government and other stakeholders on issues relating human resource management;
  12. Coordinates the implementation of the performance Management System of the Commission;
