Article 46 of the 1992 constitution provides that” in the performance of its functions, the Electoral Commission shall not be subject to the control or direction of any authority” except as provided in the constitution or any other law not inconsistent with the constitution.
The Chairman and the two deputy Chairmen have permanent tenure of office and enjoy the same conditions of service as justices of the Superior Courts.
The Commission has the power to hire and fire staff and is not under any obligation to accept staff from any quarters, apart from the Accountant Generals Office and the Supply & Stores Department under the Ministry of Finance.
FUNCTIONS OF THE COMMISSION
In addition to the three main functions mentioned above, the Commission has other responsibilities as shown below:
1. To issue identity cards to voters
2. To educate Ghanaian voters on the electoral process and its purpose.
3. To design and undertake programmes which will lead to the expansion of voter registration.
4. To ensure safe custody of all election materials.
5. To perform such other functions as may be prescribed by law.
